I downloaded 3 apps (each around 20-30 mb), and then my iPad 2 (without syncing) started to download them also. I tried to sync them on, because they were already on my mac.

It showed (on my mac) that they were synced on, but after i checked on my ipad 2, they where still "loading" or "waiting."

Is this normal?

Yes that is normal if I read your post right.
You can however turn this feature off in you AppStore setting on the iPad and or iPhone.

I turned on automatic downloading, so yeah.

But I am kinda disappointed about the fact that iCloud stops syncing already downloaded apps and instead downloading everything.
