If you are looking to make an icon for use in the address bar, use GraphicConverter. If you are looking to make icons for and application, there is an icon creator in the Developer tools. Download the Developer tools for free from Apple, signing up as a developer first though. Or check www.versiontracker.com for what you are looking for.
