I'm currently working with 10.9, which doesn't appear to have this icon, but from what I recall it's telling you that you don't have snap to grid / arrange by name, size, etc set. With the finder window active you should see the icon change to a grid icon if you click on View > Arrange By and select one of the sorting options.
