I searched but I couldn't find anything about this problem. The picture says it all. I tried repairing my watch and setting it up as a new device.

That looks more like a iPhone glitch to me. Have you try to reboot the phone?
 
I've seen this a few times - I think normally it's just taking its time loading the icons and restarting the Apple Watch app fixes it. One time it wouldn't go away; it turned out that something had gone wrong with an update to the Twitter app and it was stuck installing an update. I uninstalled Twitter, restarted and reinstalled and the problem went away. Perhaps something is stuck updating or installing?
 
I've also seen this a few times. For me, if I left the app on that screen for >30-45 seconds, the icons slowly started populating.
