For some reason. My icons are overlapping and some I can not click on. It can be a folder or a image or doc. I'm running Maverick.
 
I just noticed, I have duplicate icons. One I can move and ones I can't.
 
PRAM reset = Shutdown Mac. Press Power button to turn on, and immediately press and hold down Command+Option+P+R. Hold these down until you hear the third chime. After the third chime, release all keys.

SMC reset = This all depends on what type of Mac you have, and whether the battery is removable or not. I highly suggest you go to Apple's support page and search for SMC reset. There it will list detailed ways to perform this for the model specific Macs.

Have you tried simply right clicking and choosing "clean up" or any of the arrangement options? I have that happen when I use an external display and then go back to the smaller screen of my MacBook where the icons are all off.
