Don't u just pull down from the top to reveal notification cent anyway?!!

I would like to be able to swipe up, off the top of the screen to REALLY Close an app and not have it put on the task history bar.

Like many others, I keep having to delete loads and loads of app icons of this bar, as every single app you currently close get's put on the list which is a bit silly.
I once had over 100 programs on this list.

Maybe like pinch half way, then swipe up, like flicking a card in web OS

I think it's a bit silly that you care enough to remove the icons. That's not necessary. It creates a burden on you that Apple doesn't want. And 100 is the max. I counted once.

Was it? Sorry didn't watch it.

I find the swipe from top activates accidemtly sometimes

I think he's referring to the one finger swipe down you are talking about. I don't have the beta, but my understanding is it is a one finger swipe only. You are wanting to remove that and replace it with 4 fingers right? to prevent accidental activation

Sometimes you have to though. Occasionally an app will state "not enough memory" or your device's battery could be draining faster than normal.

Note: Multiple apps can be closed at once. You just have to use 2, 3 or 4 fingers. It's up to you.

Actually it's not quite a clear and simple as you may think.

In the past I've been scrolling with my Web Browser and I've felt it was a bit stuttery when I flicked up and down the web page.

I pulled up the frozen task bar, and killed the apps that were on there, then back to the web browser, on the same page. Now super smooth.
