I don't know if this already exists, but how about a tweak that shows your most used apps and organises them on your home screen e.g. Say fb and Twitter where the most used the would be on the home screen but Instagram was rarely used it would be put on theast page, or in a folder. Just an idea
 
There is definitely a tweak that does the FIRST part of it (tracks app usage), but it would need to be extended to re-order your springboard layout.

However, if the least commonly used apps are always pushed to the back, this will set up a feedback loop in which they will be used even less due to inaccessibility. I would like to see an option to reverse the strategy, and put the least common apps first, which would tend to neutralize app preferences and get me closer to using all of my apps the same amount. :p
