Let me know if this is a flawed concept. I want to use the ISP Gateway (AT&T Fiber) as nothing more than the Fiber Modem and use the Airport Extreme (last generation) as the router for handling all local IP's etc. That also means disabling AT&T WiFi and router function.

If this shouldn't be problematic what are the ideal settings to achieve this? I just can't understand the multitude of options and settings available. What device gets to set and control what? I also notice that traffic slows down through the Airport so I definitely have something misconfigured. I'd like fast internet and LAN speeds.

I feel in home only One router doing NAT (Network Address Translation)! different managers in different companies calls it by their own words! Apple ok’d routers called “Bridged Mode” to turn of NAT in their own routers! It is separate of Wi-Fi! So go into your main ISP router and turn off the NAT function before putting another router behind it!
