On my iMac - 2020 iMac, SSD, macOS 13.1 - in the Finder window sidebar, on iCloud Drive...

Some of the folders in my iCloud drive have a cloud formed of dots next to them, like this:

And some of them show a cloud with a solid outline, like this:

Does anyone know what these signify/the difference between them?
 
I believe the dotted cloud means something in the folder hasn't been downloaded from the cloud yet (waiting or paused).
 
I just noticed when I hover my cursor over the dotted iCloud symbol, I see [Waiting to upload].

When I hover my cursor over the solid iCloud symbol, it becomes a dotted iCloud symbol.

How does one prompt for/force an upload?
