All iPads Identify iPad 4 on iOS 6 from Retail Box?

Is it possible to tell if a iPad 4 is on iOS 6 from the box?

If the package is sealed with the iOS 6 home screen... I would think it is that.

I actually bought a iPad 4 awhile back when iOS 7 was released, and it was sealed. Turned it on and it was with iOS 6.

Have yet seen a iPad 4 with a iOS 7 home screen.
