I regularly use a particular in iOS 10 app, and it was last updated in October 2016. The developer said he is not updating it any longer.

However, in iOS 10, in Settings/General/About/Applications, this app does not appear in the list of apps that will not work in iOS 11. Does that mean this app will work in iOS 11 - given the fact it does not appear in the objectionable list?

This app is so useful to my daily routine that I'd remain on iOS 10 simply to use it.

I emailed the developer, but he didn't reply. I'd rather not mention the app by name, as I'm not wanting to aggravate the developer and give the app a bad name, since he very could change his mind and update the app.
 
Apps were required to have a 64 bit version since June 2015. If the last update was October 2016, the app should work fine with iOS 11.

Furthermore, you would have been getting a warning when you opened the app in iOS 10 about the need for an update if it were a 32 bit only app.
