If FaceTime is gone Cellular - is Skype Cellular too?

Skype has not been limited to Wi-Fi for a while. Ive been using it over 3G to make calls for more than a year.
Skype always worked, maybe video doesnt though i think it does as well
It works, I'm a train fanatic, and skyped some foamers while I was on the train here
(No Wi-Fi on our trains yet)
In that case, then it's up to Skype and probably your carrier. Just like FaceTime over cellular is apparently left up to the carrier.

I just learned a new feature
I use Skype for landlines and from skype and skype but until this weekend thought I had to be on a wifi to use it.
