So say I have a phone tied to AT&T that's activated with a number. If I want to sell the phone do I have to call to have it de-activated or whatever? Or can I just remove the sim and sell?

I want to know what the steps are before they can use it. I'm not talking about unlocking it for use on another carrier just for use on AT&T.

Just restore the phone to wipe your data and pull your SIM out. Then sell the phone as an AT&T locked phone.

That is 100% the correct answer. I have sold many iPhones after doing the above with no issues. Just always be honest about it being locked to a specific carrier if you do not get it unlocked.
