It's not always the same, but any computer you buy within 30 days of Mavericks release should get a free upgrade and it could be earlier than 30 days before Mavericks release.I'd like to buy a new MacBook Air today but I know Mavericks is coming out soon. There are also some thoughts around that Mavs might be free for all; Especially, now that Windows 8.1 is a free upgrade.
Again, these are only rumors and we all need to wait and watch .. when its released ..

Since people are expecting Mavericks to be released at the end of this month or early next month you will probably qualify for a free upgrade.I say probably because Mavericks could be delayed or Apple might (but unlikely) do the up to date program differently.
