I'm under AT&T and they're closed right now, but I'm too impatient to call them. Basically my dad decided to buy me a used iPhone 4 because he got such a good deal, but I'm under contract with my 3GS. Will AT&T switch the phones? Do i have to pay a fee?

You can't just move the sim over. It's not the same size. You can either cut it to fit, or just go the the at&t store to get a new micro sim. Shouldn't be a problem. 
You can cut your 3Gs card down so it will fit the 4, but better still, visit an AT&T store and they will transfer your info from the SIM in the 3Gs to a microsym for the 4. They did this for me at no charge.
