if I buy now, can I receive it before August?

I'm in Hawaii, seems like all the Apple stores here don't have any in stock (expected) and none of them expect when they will have it. Most radio shacks here don't seem to have it.. one said maybe in August.

if I order it online, whats the likelihood of being able to receive it before the final week of July? I'm planning a trip on the 27th and would like to use its video features!

Probably. Try to get onto all the priority lists at the apple stores in your area. =P

Takes about 1-3 weeks to get off the list with your iphone.

Personally I would recommend ordering on AT&T's website. I ordered my phone on June 30th, and am supposed to receive it today by 3pm. It hasn't been quite so quick for everyone, but many are having good luck. AT&T gives 7-10 days as their quote, where as Apple gives 3 weeks. I would imagine if you ordered now, you would receive it before August.
