If I buy Toast 7 on ebay, can I upgrade it to Toast 9 titanium

No I don't think you can. The only way is to buy or download Toast 9-having a previous version of Toast doesn't matter.

A license for Toast 8 would entitle you to an upgrade on Toast 9 for a reduced price of 60USD instead of 80USD.

Yeah, it doesn't seem worth it- in the upgrades section of roxio.com the upgrade from Toast 7 is $80 as opposed to their price of $99 for 9. And as was mentioned before from Toast 8 it is $59.99 vs. their Toast 9 price of $99--- versus the Amazon price of $76 for the full version of Toast 9. Go figure.
