As far as I know, it's the latter: your non-call is indeed "totally free" because it hasn't connected.

On Verizon or AT&T? Because on Verizon, I am pretty sure that a call is considered "contacted" when you see the timer begin. Which is almost immediately after you send the call. On AT&T, the timer doest show up until the other party answers.

I could be wrong though,

Airtime isn't billed on either Verizon or AT&T unless the called party (or their voicemail) picks up.

SO, if you've hit call and immediately ended the cll, it's pretty unlikely the called person will have time to pick up, complete the call and start the billing.

If you called and asked AT&T used to remove 1 minute calls from your bill.

How often are you doing this that those 1 minute calls matter? (unless you're on one of those pay as you go plans. Then I understand).
