If I didn't get "iPhone Is Unlocked" message on 2nd restore is it still unlocked?

So when I had my 4s unlocked through ATT and when restoring my phone for the first time I got a "Congratulations your phone is unlocked" or something to that sort.

Now im putting it up for sale on ebay so I restored again, but this time I didnt get the message in itunes that its unlocked. Is that ok and once its unlocked once its unlocked for good? Or should have I seen that message?

I hooked up my iPhone 5 just now so wondering if its because the 4s isnt activated anymore
