Lets say I get a 3G iPhone. I then realize that I have crappy 3G coverage in my area even though AT&T claims its all over the place. So I decide to just go back to my 1st gen iPhone.

Am I still going to get the old rates ($60 plan), or will I lose that and be forced to stick to the new plans?

Also wondering, if I give my iPhone to a friend/family member, when they activate it, will they get a choice of the old rates?

Unsure but more than likely you will have to stay on the $30 Plan.

Yes maybe no. If the iTunes activation stays the same then there will probably be a choice for the grandfathered plans...
 
i would say you would be stuck, because when you buy the 3G iPhone you are effectively ending that contract. and it is replaced by the new one which has 3G service rates. makes no difference to ATT whether you are utilizing the serivces or not
