Hi guys, this might be a dumb question... But if my Mag Safe charger is plugged in and not charging any notebook, is it still drawing power from the outlet???

If the notebook is on, yes, as that's what powers the notebook when it's plugged in.

Yes, a Magsafe by itself still draws a small amount of power. Not very much, but a measurable amount.
