Apparently iTunes 8.1 comes with text-to-speech engines for 14 languages, but they are only good for use with the iPod shuffle.

Does anyone know how to access these voices to read documents, etc? I assume these voices work in the same way as the english voices that comes with mac os x. In such case, I can't imagine Apple has put a lot of effort into making it impossible to use them for other purposes than voiceover for the shuffle (unless they're going to use multilingual text-to-speech as a new feature for snow leopard)

If I remember correctly, Apple has that stuff built into the OS. So this subset for iTunes is just a fraction of what you possibly need. I'd recommend look at Apple Developer docs to see if you can grab those files or at least use them.
