If the iPhone's motherboard is fried..How come it will still turn on normally & show

The itunes icon to restore ?

I have an error 9 for the iPhone 5 but if it was the motherboard that is fried..
Why would it still turn and even attempt to restore it?
Wouldn't that just be another problem with the iPhone ? like the USB cable or something else?
