How do you create an account so you can purchase the apps? Is there a cydia website you can visit from your computer to create one?

It's been a while since I've done this but I believe if you go to manage my account in Cydia it will let you set up an account. You can login using Google or Facebook. I don't think there's a way to set up an account from outside Cydia but I could be wrong.
This. However Cydia is still getting slammed so it may be a little bit before you can access that part of Cydia.
Nope its that easy.
To pay for apps you can either use your Paypal or Amazon account, then the record that you bought the apps is saved on the gmail/facebook account you first logged in with.
