I really want the Milanese band for my series 4 watch but I don’t need the cellular option just so my phone bill goes up monthly, is there a way I can get the ss silver option in gps with Milanese band only?

Stainless steel only comes with LTE for S4, and I believe it was the same with S3. And you don't have to activate cellular on the watch so your bill won't go up just because you bought the LTE model.

Exactly. The stainless steel models only come with cellular capability but you don’t have to activate the cellular capability. Of course some of the extra cost of Watch is probably down to the cellular capability so you would need to accept that.
