When my phone dies, and i put in on my genuine black Apple iPhone dock, it turns on then shuts down, going into a power on/power down cycle. on/off on/off etc etc

I don't know if its my phone or the dock.

I have an iPhone 6S that's covered under battery replacement, that I just didnt get to a store to fix yet. (phone shuts down at 30% alot.)
 
Why don't you try a different charging cord and find out?
it works charges up like normal with my other cords.
So i guess it can't be the battery. So then is this how the dock functions normally though? Not possible to charge up from turned off?
 
It should just start it once. Its how I turn on my 4S with a faulty on/off button.

Ok so it charges up normally on the dock when I just shut the phone off.
But when phone dies at 30% or 0%, that when i get caught in a boot loop on the dock. Weird. I think it has something to do with the battery. Gonna try another phone to see if the dock charges it up from 0%
