I'm a Numbers n00b! Can I have headers within a table or link tables?

Help desperately needed and would be much appreciated! This is the type of table I want to do:

People in Group

Place 1
1 fred (+ info for each person)
2 sue
3 john

Place 2
4 bill
5 mary

Place 3
6 jo

Then when an extra person arrives in Place 1 for example, the ones below in every section would automatically renumber. I don't want the header lines to be counted.
