So I installed a Titan RTX, booted up to windows, did the driver install and played around a bit.

Couple hours later, I rebooted to start in Mac OS, Apple logo appeared and then it went to the Catalina login page but after entering password, the loading bar kept freezing halfway. A couple reboots later, did the same thing, so I did some troubleshooting. At this point, I felt dumb that I didn't have my display cable hooked up to my AMD Pro Vega II but to my Titan RTX, I had disconnected it to install my Titan RTX

To my bewilderment, there is a boot screen and the Catalina login page displays perfectly fine with my Titan RTX but just won't get past the loading bar as it gets stuck. A simple shut down and switching display cables to my AMD Vega Pro II solved that problem.

Is this supposed to happen? I know Nvidia cards are no longer compatible with Mac Catalina but for it to have a boot screen and Catalina login page kinda indicates some level of compatibility?

Yes it is suppose to happen exactly as you describe it. There is NO nor there will be any NVIDIA drivers except Kepler drivers for OS higher than 10.13.6 HS. RTX for some reason has a boot screen, but that is all it can provide you. Can you run both RTX and AMD at the same time with Catalina? The video cable connected to AMD?
