I just received a PowerMac G4 Quiksilver from a family member and tried playing with it with problems.

The first thing I did was delete the previous user accounts and make a new one for myself.

This caused me to be unable to open any documents/applications/etc.

I figured out how to set admin and now have access to them but I cannot access previous programs.

For example, Safari will not load at all and Mozilla as well.

Is there any way I can just restore like on Windows?

BTW, I don't have access to any system restore disks including OS X.

Just like with restoring Windows, you're going to need the system disks.

No idea why wiping out the user accounts did that. Someone else might have ideas, but 10.3.9 is years and years old.
 
How fast is the processor?

If it is a 733Mhz or a Dual 800MHz then buy Tiger, it will be a good investment in the system, and it will get you more up to date in the Mac world.

If it is an 867MHz processor then buy Leopard, again it will be a good investment, it is currently the latest version of Mac OS X and it is brilliant.
