im on tmobile, i want to use picture messaging

but i have no data plan. my brother has a blackberry with no data and obviously he can send and receive pictures no problem.

is it possible to do it on the iphone 4?

You have to edit the APN settings. This all depends on which iOS you're on to make it work.

you dont need a data plan. just go to unlockit.co.nz and change your apn to tmobile.
