I'm Trying to Upload Apps to the App Store

I'm having a devil of a time trying to upload my apps to Apple's app store.

My latest problem is trying to follow the instructions from Apple's iOS Provisioning Portal. The instructions say to go to my Mac and open the Keychain Access application which I do, but then I can't find any drop-down to choose to > Request a Certificate...

What am I doing wrong?

It should be in the Keychain Access menu under Certificate Assistant. Can you see that?
