I have a spare iMac 27inch late 2009 model that I would like to turn into a fileserver, time machine back up and media server for all the devices at my home.

Currently it has Mavericks installed, what would be the best way to make this into a server? I've read reviews with the latest OSX server form the app store and it has poor reviews, should I go forward with installing OSX server or can I get the job done with Mavericks only?

If you want the thing to be a server then it makes sense to install Mavericks Server, not the basic server version. I'm getting that you also want to use it as a Time Machine drive, if that is correct IMHO that is a REALLY bad idea.
 
You should be able to get by without OS X server. I would say try it, worst case is you need to get server.
