A little background: I work as a web designer/developer in the education sector and, back in March, counseled my university employer to purchase a brand new iMac 21.5-inch, 2019 (further specs below). I have been a Mac user since the Bondi Blue days and "thought" this would be a solid, bang-for-the-buck work computer to use in my home office.

From the beginning, the iMac performance has been mediocre—barely comparable to the souped-up 2012 15-inch MBP that I had been using previously. Apps are mostly usable but slow to open, and the whole experience doesn't feel very responsive. The worst part, however, has been the incredibly slow boot-up—it's so painful that I basically leave the thing on 24-7, for weeks and weeks at a time. I've never seen any computer take this long to start-up and finally show the Desktop!

What can be done to correct this problem? What are the likely suspects? Is this model just a giant turd bird or what?

iMac Retina 4K, 21.5-inch, 2019
Processor - 3 GHz 6-Core Intel Core i5
Memory - 16 GB 2667 MHz DDR4
Graphics - Radeon Pro 560X 4 GB
Storage - 1TB Fusion Drive
Current OS - Big Sur 11.5.2

I was thinking that an SSD would probably help greatly; thanks for confirming. (But wish I'd known the Fusion was such a poor performer, when I spec'd this thing!) Looks to be a tricky install however, especially since the screen is held in place with just adhesive strips, yes?

Anyone used an SSD upgrade kit that they'd like to recommend?
 
Don't bother with internal upgrades, not worth it. An external USB 3.2 (10 Gbps) or Thunderbolt 3 (40 Gbps) enclosure with an NVMe SSD will give you the same performance without the hassle.
 
I'm not sure it is the fusion drive - I have a 2TB fusion drive in my 2017 5K iMac and it's fine. Boots up quickly, apps open pretty quickly (obviously depends which one, but the slowest is only a few seconds. Example, and just tested, Affinity Photo goes from clicked to open in about 3 seconds.)

Have you run EtreCheck to see if it might be something else?
 
The 2TB and 3TB Fusion Drive have a 128 GB SSD.
The 1TB Fusion Drive has a 28 GB SSD.

Get an external SSD, USB3.1 gen2.

That will give you read speeds in the 800-825MBps range.

A Samsung t7 is an example of one that's "ready to use".
or...
Get an nvme "blade" SSD
and...
A USB3.1 gen2 enclosure
then...
Create your own drive.

Plug it into the USBc port.
Use disk utility to format to APFS with GUID partition format.

Finally...
Use CarbonCopyCloner (FREE to download and use for 30 days) to "clone over" the contents of the internal fusion drive to the SSD.

One other thing...
Go to the startup disk preference pane and set the external SSD to be the new boot drive.

Is there any enclosure you can recommend? Would a basic 10Gbps ORICO do the job?

It should.
If I'm not mistaken, ALL the USB3.1 gen2 enclosures are 10GBps.

I would "narrow down" my choice of enclosures to 2 or 3, then "read up" on the user reviews, particularly noting if Macs were mentioned...
