I bet someone had this issue as well
because i can recreate this issue on every Imac i came along with following combination
Imac 27 2013 +logitech anywhere mx+lexar usb flash drive
Mouse starts freezing and lagging horribly
No spikes in CPU usage
just the mouse
Same happens with Transcend usb flash drive when i put in in second usb port
When i put it in first it works fine
WTF???
anyone?

If it is a bluetooth mouse (i.e. magic mouse), there is a known issue with USB 3.0 interference with the radio frequency used by the bluetooth peripherals. Usually it seems the unwanted radiation is due to poorly shielded USB 3.0 cables, but the flash drive could be radiating like an antenna as well.

Holy molly
you are right
i moved nano receiver further left and as long as i plugin flash drive on the right everything is fine
so the flash drive radiating some kind of frequency that interfere with radio receiver of the mouse
ps.My mouse is not bluetooth but regular wireless radio logitech mx anywhere mouse
