iMac G5 getting gray Restart box

This is my old iMac G5 running 10.4. About 60% of the time when it starts up it gets to the background screen before the menu bar pops up and then puts a gray translucent box up that says you must restart your computer. It seems to be getting worse, the other night I restarted 5 times before it came all the way up. I've checked and no new updates (don't think they are still even maintaining 10.4 right?). Is there a fix for this? Would a fresh install of 10.4 work?
