Apple states on their site that the BTO option of the i7 cpu's both Turbo Boost to 3.9ghz despite their different clock speeds of 3.1 and 3.4. Don't really know much about turbo boost but I'm assuming that it overclocks when under cpu intensive tasks?
If this is the case what would be the benefit of going for the 3.4ghz option on the 27" model if they both turbo boost to the same speed?

You could go down to 2.5 and would not see any noticeable difference. The speed bottleneck has never been the CPU. Get the slowest one and save your money.
