Would the lowest end iMac (when refreshed later this year) be powerful enough for 2d and basic 3d mac programming for ipad and iphone? Compile ect...
 
Absolutely. The iMac specs are very capable, certainly as much so as a MacBook Pro. There are things that you really need to throw hardware at that might require a Mac Pro, but for the vast majority of tasks, including what you mention, the iMac will be fine.
