iMac Pro/Monterey not sleeping in Safe Mode

So I did a clean install, setup most applications and did not have sleep problems. Then I did. Now it will never go to sleep. Tried many things with no love. Any thoughts on what it might mean when the mac will not sleep in Safe Mode either?????

Try booting normally and run pmset -g from a terminal. Paste the output here.
