Would this be good for programming or is the cpu to slow and is the Fusion drive 2 drive in one is it better the 256gb flash drive?I take 8gb is good?

For basic programing it would be okay, certainly not a very fast machine but it would be okay. Remember, on a 21.5" iMac once you bought it, there is nothing you can do to update it.
 
So the new iMac you can't add like ram and ssd?

That is correct, Apple has be VERY open about this.

Only 27" iMacs are intended to be user upgradeable and even then ONLY the RAM. Installing items such as third party SSDs is extremely difficult (as in a professional should do it!!!) and will void the warranty. If you want more RAM and/or a SSD it is best to buy a 21.5" that is configured with it from the online Apple Store.
