is there a noticeable difference between that ATI HD graphics card and Nvidia graphics card on the lower end? does that mean i cant get the full resolution.

You will get the full resolution with either of the cards.

The ATI HD is a discrete card, whereas the Nvidia is integrated. The ATI is much more powerful, so if you plan on playing games a lot, or doing intensive HD video work, buy the ATI.
 
You'll get full 2560x1440 resolution with both, 9400M and 4670. 9400M is fine for general use but if you're going to play games, then ATI 4670 is a lot better choice
 
the ATI only really makes a difference for gaming, both will run smoothly at full resolution

How about with photo editing? If want to use RAW images in Aperture 2, Lightroom, or Photoshop, do you know which would be fine: NVIDIA or any of the ATI's?

The work is still done by CPU mostly so GPU doesn't really matter. RAM is more important in photo editing than GPU

most of these things are cpu based, however in newer versions they might start shifting to be a little more gpu intensive
