So My iMac Shorted out a few weeks ago and had to be completely rebuilt, Sure enough i didnt get a new one and the authorized repair center rebuilt it with new parts and all is good, except it take around 45 seconds to chime after hitting the power button. WTF? Any Ideas? I Cant take it back because it in in a whole other city and I Have no time to take it for a 3rd time.

My guess is some sort of hard drive issue. I'm not near 100%, but should be relatively easy to diagnose by either booting from a CD or otherwise.

Also try verbose starting, and see if you see something suspicious.

Does it really matter? Surely, the important thing is the fact that, as you say, it is working correctly...

One possibility is that your iMac did not set the Startup Disk appropriately. Thus, it took a while to search for the startup disk. You can try to re-select the Startup Disk from System Preference...

Do you guys have any idea what can cause this?? This is still present and its annoying. Ive tried resetting the PRAM and Selecting the startup disk, still doesnt.

Have you asked the people at the Service Centre who originally repaired it?
