Running Ventura on a 2020 27" iMac.

I have Wake for Network Access turned OFF.

Whenever I receive a text message or set a reminder on my iPhone, the iMac will wake up briefly and then go back to sleep. I thought the whole idea behind turning off Wake for Network Access it was so that this wouldn't happen.

I'm on Ventura now, but it also happened on Monterey and earlier.

Am I missing something about how Wake for Network Access is supposed to work?

ME TOO!! I have the same exact problem! I've always had it, and never found a solution, so I'm curious to know of any fixes.

Wake for Network Access is when you have services (file sharing, screen sharing, ssh, etc) running on your Mac and want to access them from another computer on your LAN. I think what you want is the following -

Settings > Notifications > Allow notifications when display is sleeping (turn off)
Settings > Notifications > Allow notifications when screen is locked (turn off)
