One of my users' 27" iMac (a few years old) won't boot after there was a power outage in our building over the weekend.

It just boots to the apple logo and then a gray bar fills over a period of around 10 minutes. Then when it gets all the way full the iMac shuts itself down.

Does this mean the HDD is fried?

the iMac is running ML, if I hold ALT while booting my only options are "EFI something" and "recovery partition"

If I boot holding command+R, and go to disk utility, I can see the Macintosh HD. If I go to startup disk however there is nothing listed.

I have tried verifying and repairing the disc. I unplugged all cables and held the power button. I also did the PRAM reset.

Not sure what else I can do?

Something happened to the OS on the hard drive. You'll have to repair it or reinstall it.
