iMac Won't Sleep - 3rd Times the Charm

When on the Login Menu, if I click on the Sleep icon, the iMac will not sleep. The icon turns grayed out and then returns to it's normal appearance. I have to click Sleep three times until the iMac will sleep. What gives?

iMac:
Leopard 10.5.6
1.83 GHz Core Duo
2GB RAM
