Image capture causes odd spinning ball

When I capture an image using Shift+command+4, I sometimes get a small spinning ball in a box. It won't go away until and unless I log out or reboot.

I have tried logging out of all applications and relaunching finder without logging out. And the spinning ball won't go away.

Any thoughts on what causes this?
I'm attaching a screen grab.
