Apps that are part of the operating system usually can't be "downloaded" the normal way that other apps are.
At one point you had to use a shareware program called Pacifist, which would look through the install file for the OS and pull out what you're looking for.
Not sure if that's still the best method for today. Hopefully someone else with more current experience will chime in!

It is part of the OS. Just command-r boot to recovery and reinstall the OS and it will fix it (assuming that is the issue).
