Are you basically asking for filter art?
If you are just looking for filter art here is a tutorial on quick down and dirty

There are millions on the web like it with slight variations. The better way is to start working it by hand. Basically sketch over top of the original photo with a brush set up to look like a pencil. A lot more time consuming but the only way to professional results. Painter is a great alternative if you are doing a lot of these types of pieces. There is a free demo for it. Natural media simulation is its only strength over Photoshop.
