Is Image retention still a problem with the rMBPS
What is the likelihood of it showing up in a new model?
Also, what would be the likelihood of it showing up in a used or refurb?
 
Refurbs have the same return policy as new ones, so they tend to be safe. With used it's impossible for anyone to know. IPS displays have shown similar problems as they've aged. They're probably covered by warranty within the first year. Right now if you want a 15" refurb, buy the 2012 version. The base configuration is $1600.
