How is he going to find out if its legit and not stolen?
In the US carriers dont blacklist stolen IMEI's so even if he does have it he cant verify it.

Exactly. There's no reason to give that number out, whatsoever. You can tell him that too. He's jerking you around or has absolutely no clue what he's talking about.
