iMessage activation issues on iPhone 6s AT&T

I backed up my iPhone 6, turned off iMessage, Find My iPhone, then restored + updated my new iPhone 6s (DFU restore) and now I'm having issues with iMessage going back and forth between activated and waiting for activation. Anyone else having this issue?

I'm not sure but I would login in to www.icloud.com, go to settings, click on devices, click on a device, delete all iphones (old & new), and try again.
